LORD SECOND . NIDAIME HOKAGE LET BLEED THE NECTARS OF DEVOTION

ABOUT The Second Hokage (Nidaime) and brother to Hashirama (Shodaime; First Hokage). Tobirama helped found Konoha along with his brother and Madara Uchiha, and acted as the First Hokage’s advisor for many years. While Hashirama founded the village and created it physically, most of its infrastructure was made by Tobirama. This includes the ranking system, schooling system, exam system, later on the police force, and so forth. He is also noted as the creator of many jutsu’s now widely used today, one example being shadow clones and another being the infamous Flying Raijin which was later improved upon by Minato, Yondaime Hokage. Furthermore, Tobirama is the one who created the Edo Tensei. Tobirama comes from a time when there was no village, no diplomacy, no governing system. It was clan against clan in a constant state of war. People would never tell others their last name when in passing in fear of their death or duty to kill for fear of being seen a traitor to their clan. He used to have two other siblings and both of them died, leaving him with only one, Hashirama. He has been fighting in wars since he was about six years old, and while he helped his brother bring structure, rules, and democratic systems into the village it was still very much a time where clans fought together or killed each other, and such was how the wars continued. Many see Tobirama as very detached from his emotions but this is not necessarily so. He is pragmatic and takes duty over leisure but it is not impossible to pull a smile from his face. The fruit of his labor always manages to make him smile. To see people in harmony, children happy, clans working together. It’s merely that he understands the chaos of emotion and does not let it interfere with doing what must be done. He could easily be considered a family man but never had one of his own. This may be the reason he cares so deeply about the clans who wish to form unity with his own and sees them as his extended family. He is loyal to what is his to guide and protect and while his tactics in battle may seem unorthodox he never puts another man in danger without them fully realizing the consequences of their sacrifice. There is absolutely nothing he would tell another man or woman to do that he himself would not do and he died proving this, teice. Tobirama strongly believes in the youth of the future and that the Hokage’s job is to promote progression and movement toward betterment, not bark orders and have people do as you wish of them. A very stern, proud, and (as mentioned) pragmatic person, Tobirama believed that through laws and regulations peace could be obtained. This balanced the more idealistic optimism his brother had and although he found Hashirama sometimes a bit of an idiot he worked tirelessly to implement more realistic ways to achieve his brother’s dreams and admired him greatly. Although skeptical by nature, he wasn’t unreasonable or tyrannical but he did allow past experiences to create bias and gradually became more forceful and cold with age. This attitude and his beliefs also proved to be too detached as he unintentionally ostracized the Uchiha and could be credited for the rebirth of their rebellious desire to usurp those in power and claim it as their own. He is often mistaken as an Uchiha hater but admits to the opposite, noting that their capacity to love is the foundation of everything they do and it is in the loss of this that makes them dangerous and unpredictable. Tobirama isn’t entirely a stick in the mud. He enjoys drink, he enjoys good conversation. Rather, he takes his duty incredibly seriously. Furthermore, as someone who is known to remain calm regardless of the situation, anyone threatening the village or those within it will be subject to his unadulterated wrath. Something which, ironically, rivals with Uchiha blood and perhaps this is also part where his bias comes from. He, unlike his brother, is far more similar to them. Like his brother Hashirama, Tobirama is still considered one of the strongest Shinobi in history rivaled only by a few, such as Naruto or Sasuke. He has an enormous chakra reserve and was known as the fastest shinobi of his time (but has since been outranked by Yondaime Hokage Minato and a few others). Tobirama has also been credited with creating many now common jutsu including shadow clones. While capable of using all five nature releases he is most known for his water release said to be so powerful he can create an ocean worth of water through mere chakra alone. Just imagine what he could do if he was near water. And of course, as the innovator he is, if there’s a water jutsu out there, he likely invented it. Besides his skill in water based jutsu and creating new jutsu, Tobirama was also well known for his sensing abilities. In fact, he is more a sensor type than anything else. As such, he could easily feel oncoming opponents. His sensing abilities are so keen that with just two fingers to the ground he could tell how many enemies were coming, from where they were coming, and even their average strength. He could map out people from several countries away and he could also sense those without chakra – knowing if common non-shinobi people were around. Furthermore, he was capable of tracking and remembering chakra types and being able to tell if someone is related to someone else through their energy or chakra alone. Hashirama typically relied on Tobirama to inform him of those nearby as he always knew, well before Madara has arrived, that he was on his way. While Deidara is considered the mad bomber of the series, Tobirama could easily be considered the grandfather to that. The Senju created a jutsu of endlessly multiplying explosive tags and was known to use the Edo Tensei to create an endless supply of kamikaze’s in battle. While his loyalty to Konoha was unshakable, his ruthlessness could sometimes be considered villainous. All in all, Tobirama is a deeply complex character with many faults and flaws.

RELATIONSHIPS PERSONALITY Tobirama is near the complete opposite of his brother Hashirama and, upon first glance, his presence can be intimidating to the point even his own brother has admitted to being intimidated by him (and that says a lot if you know his brother). He is stern, cool-headed, logical, pragmatic, dutiful, and blunt. He doesn't sugarcoat things or sweeten his words. An intense presence even while being quiet. As a private person, many may even see him as mysterious, difficult to get close to or know. However, again because of his bluntness, there is never any mistaking what he meant. Tobirama's affection comes in a different flavor from most other people. It takes him some time to warm up to physical touch but once he does, he can actually be tactile with others. However, the main way of camaraderie and friendliness is through teasing, nagging, and friendly back-and-forth. He's the first one to offer help, to solve a problem, to make take some work off your plate, to tell you to rest (or demand, rather) and so forth. Oddly, while Tobirama may seem very anti-social he is actually extroverted! He'll talk when its deemed necessary to talk. He isn't obnoxious, either. He does, however, gain energy and fulfillment by being in the presence of others. You'll just never manage to get him to admit it. Tobirama fiercely believes that youth are the future. It is the duty of Hokage and elders to teach, guide, and build the youth to a better place so that they can continue progressing well beyond what the current Hokage and elders were capable of. He is not a jealous person and is in fact impressed and pleased beyond words when someone improves on a system or jutsu he created (keyword: improves). Encouraging and excellent at teamwork. He gained enormous amounts of respect not just because of what he could do and what he did do for the village but that he was loyal and lead at the side of his people not from a place above. Very rarely would he wear his Hokage garb, in fact. He believed in knowing firsthand what was needed of him by being there and speaking to the people whose lives would be affected by his choices. Never to throw orders around that he himself wouldn't be willing to do and more than willing to sacrifice himself. In fact, he did. Twice. This is the type of person Tobirama was and is. APPEARANCE Naruto wasn't the first person to call him "stone face" and he wont be the last. Although more expressive once you get to know him or if you know how to talk to him, generally speaking Tobirama's expression is stuck in a perminant :| When the going get's tough, he stares it out of existence. Truth is, Tobirama's cold and imposing demeanor comes from years of war where a neutral face was important. Even the smallest detail written on his expression could give the enemy an advantage. Aside from his general aura, Tobirama is also not too small in stature either. Coming in at 5'11" tall and approximately 155lbs; he's not bulky but he's got enough lean meat on his bones to throw a good punch with or without chakra attached to it. He dresses very traditionally in often covering but light clothing when not in wartime and also somewhat known for fur collars like the fashionista he is. Due to not ever wearing anything anywhere near revealing, its uncertain his body type but chances are he's ripped as fuck grandpa. Lastly, Tobirama was born with albinism that progressively became more noticeable with age. As such has very light silver near-white hair, extremely pale skin, and red eyes. All together it makes him a striking and memorable figure. Another point worth noting is that it seems he wears war paint even during peacetime. There is an important ritual and purpose to this that he may, depending on his relationship with you, divulge. THE AU Tobirama is an Oni. He does not yet know that he is an Oni, only that he woke up after the fourth war seemingly alive with no explanation. The explanation of how this happened isn't quite clear but something caused a break between the land of the living and the land of the dead. He was the first to return but not the last. This does not particularly give him any new powers outside of what he already has within his arsenal but it does affect his aggression and bloodlust, which has a slight increase and a notable increase when engaged in battle. It is not, however, unwieldy or out of control. So why an Oni? In ancient times the Oni is created by those who lived wicked lives and while he's not a villain its easy to see that some of his practices were quite unorthodox, especially in considering jutsu Tobirama created. The Tandem paper bombs and Edo Tensei among them. Not to mention the countless lives he has created. However, in more modern literature some Oni have been considered protectors. This dual quality of being both fierce, merciless, terrorizing and extreme loyalty and protection fits his personality perfectly. He does what he must, period. Oni are known to have extreme strength and constitution which also align with his personality. All things considered, Oni was he best choice when considering this AU and besides there's already a cool fucking fanart of it. While it may sound impossible to rile him, much like the water he is so intune with, if you know the right buttons you might be surprised to find that Tobirama has quite the temper.

A brilliant man whose genius in canon is nearly unparalleled. Tobirama is credited for many things: the documentation of their history, the creation of thousands of jutsus (some less than orthodox), and the systems and infrastructure of Konoha. He created the schooling system, ranking system, police force, ANBU and more. While war and battle certainly lived in his bones, Tobirama preferred first and foremost to achieve peace through diplomatic discussions. However, having lived and breathed war since he could walk Tobirama was renown for not just his power but his mind. A keen strategist, observant and alert at all times.

CRAU developments: I don't know where I put what his AU is, so I'll put it there. He is technically a Canon Character up until the Blank Period. During the war, Tobirama was reanimated. However, after everything settled, and after he died again, he just... wakes up one day. In the middle of where that battle had come to its end. No reason, no rhyme. Heart beating. Body fully under his control. Confused, he returns to Konoha proper and after much discussion with important parties, gets to work. Helps rebuild. Eventually, as Konoha heals, he returns to his old post. An advisor, and leader of ANBU. Reworking the way ANBU function with the aid of various trusted people, Naruto and Sasuke among them.

Key themes:
- Innovation: You could probably distill down every law, system, and jutsu that exists to something Tobirama created. He didn't tread down the path of comfortable and new. Always creating, building, growing.

- Secretive: Tobirama was every bit of important, if not more important, to the creation of Konoha than his brother but he never wished for the spotlight. Even Hashirama believed Tobirama would have been better suited as the first Hokage and village leader. He only became Second Hokage because Hashirama died. There's many reasons for this but the main one is Tobirama preferred the shadows, dedicated his time and his entire life to supporting the growth of his village and teaching others to pass on their legacy not bask in the legacy he had obtained. He IS a leader, and leads well, but from the shadows.

- Sacrifice: Tobirama was an extremely dedicated person who didn't believe in hanging on to life if someone else was ready and able to take up his reigns and HE had the experience and ability to lower the casualties by targeting himself. He's died twice in this fashion but he also sacrifices a lot more. His dedication is so strong that he does what is necessary, whether its looked good upon or not. He'll sacrifice his name, his image, his ability to have close loved ones, everything. Everything in order to protect that which must be protected. To do what must be done.

Main Motivation: Peace. It might be weird, but Tobirama wants to be a fish out of water. He wants to stand in the village he and his brother created and think "there is no place for me here". His knowledge in war no longer needed. His attitude outdated. Because that means that everything they worked for paid off. They won. There is peace. People are safe and growing.

Skills: Outside of intelligence and intellect, Tobirama is most well known for a few things: his enormous water-based skills & his sensing abilities. Non-power based, Tobirama is very skilled with kunai and swords. His hand-to-hand needs a little work but get in a sword fight with him and you'll be sorry.

It was indeed a mystery, and by some strange coincidence, his reincarnation coincided with a desperate need. Filling this old role was not easy. He did not just wake one day and land this office the next. It took many discussions and many deliberations. Finding his footing in Konoha’s current framework was even more difficult than building it had been. It was easy to create a system but difficult to rearrange that system when it had become so deeply rooted in so many people. Hearing how Konoha had operated, how his frameworks were corrupted… it certainly didn’t appease him. Tobirama wasn’t one to believe in fate but there was something to be said about the timing of everything.

Konoha wanted to change.

Meeting after meeting, month after month, he finally found himself right back to square one. Tobirama was a leader, but he was not Hokage material and he never again would step into that role and hopefully would never need to. Here was where he could make a difference. Here was where he belonged. ANBU. Many had been honorably discharged upon his leadership. Although more concerning were those who begged to stay; those who knew nothing but this life; those who couldn’t fathom a world outside of this. In many ways, he could understand it. He could understand the plea a lot more than he would be willing to admit.

When people thought about the fallout of a war they thought about infrastructure. Buildings could be rebuilt. Roads repaved. Homes remade and trees replanted. No one thinks about the mind. No one thinks about how difficult it is to bring someone back from what had been endured. To bring a man back from war? It was sometimes impossible, and he knew that intimately. So. How could he manage the impossible? How could he heal these wounds?

Word had spread of medical facilities. Ones that cared for wounds deeper than the flesh. Of course, Tobirama spoke to Tsunade first of his concerns and she gladly gave him a name. Haruno Sakura.

The Senju stood as was his wont when she arrived and he permitted her entrance. A hand unfolded for her to sit at the chair by his desk but any further movement was halted when she began speaking. She was bold. Direct and clear with her request. Something of a smile tugged at the corner of his lips and he sat back down.


"Tsunade was never one to bow." A pause. "She was a powerful woman even as a child. It’s clear she mentored you." Gambling and drinking aside, but no one was perfect. "Please, pull up your chair and join me."

Countless books and scrolls were piled neat and orderly on and around his desk. Files he would likely reference, papers that were in the process of being refined, and refined, and once more. He was nothing if not meticulous and if she was as passionate as Tsunade said, as she came across now, then he would be glad to see her as equal. To treat her as equal.

"It is why I asked you here," he confirmed after a moment. "Allow me to give you permission to stop holding your tongue."

PHYSICAL CONTACT: Don't spring it on him. It's not usually received well until he really gets to know you.

RELATIONSHIPS: That will take awhile but I'd love to explore it if it ends up falling in place. However, Tobirama is Asexual and Demiromantic. So the relationship wont be 'typical', but he is capable of loving incredibly deeply and is extremely dedicated and loyal person.
PSYCHOLOGICAL: Tobirama is a strong willed man but he is not impervious to those skilled in mindreading, manipulation, etc. He can also receive telepathic messages but does not have the skills to return them so may require someone who can read minds to get a response lmao
FIGHTING: Good luck! With all skills and knowledge in battle, he'll teach and spar with others but his focus is foremost to resolve conflict without bloodshed (exceptions apply).

- However, can use light, dark, fire, earth, and wind as well to varying lesser extents
- Is actually not human, though he does not know this, he is a Demon -- more specifically, he's an Oni. He does not know this yet so please don't mention to him directly as I want to crop up a plot around it at some point.



PERMISSIONS FOR ME
Tobirama has a wild amount of powers, most that are fighting based and that I will individually speak with others about if ever needed. However, the one ability Tobirama has that would just help me out a lot is his sensing.

He is a sensing type, and to date unrivaled in this skill. With two fingers to the ground he can track people at great distances, rumored to be able to track even countries over. He remembers chakra signatures, can identify someone's bloodline because of them, can identify someone's chakra type, can tell if someone does or does not even have chakra. He knows when people are nearby or are approaching. He is, by far, the most talented tracker of the series because his power extends beyond being able to identify chakra but simply life itself, as it seems.
